Disable and remove Validator Client and validator Key before applying new Layout

What

• Disable all Validator Client before installing a new node layout.
• Remove all validator key to avoid overlaping of validator

Why

The issue follow the incident of the 2024/01/31 on holesky where Validator were slashed due to BN and VC using the same validator keys.
