Skia: Modals do trigger assertion

Assertion https://github.com/stergiotis/imgui/blob/master/imgui.cpp#L5057 does not hold as the skia backend will not generate these vertices.

When commented out, modals work with a limitation: The dimmed background is above the modal instead of below.
