Define the essential substantive elements of the state Municipal Population Projections dataset. What are the components that it must minimally include? Do we have a dataset that we could hold up as a model?

Well, you'd need:

• locality name
• locality FIPS code
• estimate as of date X

But then things are complicated by MSAs, planning districts, etc., which don't have FIPS codes.
