In order to keep this flexible, we need to define the dataset loosely. After looking over the data provided for a couple of dozen types of permits in a handful of states, I think this might do the trick:
permit type
permit #
applicant name
facility name
status (pending, approved, denied)
type of request (e.g., new, renewal, modification)
location (e.g., state, region, county, address, perhaps even coordinates)
permit documents URL (many permit records include a great deal of documentation)
I learned about a great data set at a community meeting last night. Virginia DEQ provides GIS tools and shapefiles mostly around water quality in the state's rivers.
