Issue Description:
We have several potential proposals for thread local ref counts. Regardless of which one we decide to pursue, and when we decide to pursue such opportunities, it is important to consider the ABI implications so that when ever this is implemented, there is space in the ABI for such an optimization.
This is just an SR for tracking this work so that it is not lost in the ABI stabilization process.
