Purely HTML & CSS charts with extra care to accessibility and semantics. Would be easy to template:

Using CSS variables is a good idea (97.6% support is basically as good as it gets, and it's also progressively 100%), but the library isn't: CSS should be included in <head> to prevent FOUC, and there's a lot of CSS in that library for peculiarly striped bars.

I think we can just copy only the relevant part of its code, but

For starters even plain <table> would already be nice, and if we can split styling it into a separate issue, let's do it.
