Create a Helm chart to make deployment to a new cluster easier

The chart should support the following:

RBAC - Creates a specific service account with the correct permissions needed. and can be disabled or enabled from values
Manage local or remote clusters
Configuration for robban is included in the values (automatically creates the config file and loads it from a configmap volume)
Hosted as a chart in this repo
Documentation on how to deploy it
