remove .npmrc with auto-install-peers=true

This was necessary in previous versions of Node, but now that we use
Node 24 in CI you get the following warning:

> npm warn Unknown env config "auto-install-peers". This will stop working in the next major version of npm.

So... let's get rid of it.
