Getting Tailwindcss blocked message

The resource from “http://localhost:3000/public/css/tailwindcss” was blocked due to MIME type (“text/html”) mismatch (X-Content-Type-Options: nosniff)

I was also stucked up at "npm run dev"
this gave me following error
npm error could not determine executable to run

Please help
