Oracle implementation

TODO: write up. Describe how an oracle could be introduced using tari templates

Basic idea:
- assign a whitelist of public keys that can attest to a piece of information (e.g. price)
- each or a threshold of public keys submit signed messages with updates 
- verify and update the oracle information with sufficient updates
- clients and other templates can read data from the oracle component
