Add paragraph about Chair in Time and Place functional committee page

What is wrong? What were you expecting instead?

Our chair pointed out that on the other functional committee pages there is at the beginning info on the current chair but none on this page. they wonder why it was not taken over from the list of executive members as on that page ?
could you harmonize it and add this part on the top :
