I want to remove it — to remove it entirely - move to new place as suggested in thread.

fine for me.
I just copied the 2 ns I needed into
https://github.com/scicloj/scicloj.ml.smile/tree/main/src/scicloj/ml/smile

From my point of view you can remove both ns in
https://github.com/techascent/tech.ml.dataset/tree/master/src/tech/v3/libs/smile

at any time.
