On pressing enter key to activate 'links' present in countries panel, panel is getting closed in Windows. #2834

Title: On pressing enter key to activate 'links' present in countries panel, panel is getting closed in Windows.

Test Environment:
OS: Windows 11 Enterprise Insider Preview Version 24H2(OS Build 26120.2415)
Browser: Microsoft Edge Version 132.0.2957.26
URL: react-ppnjt7ej.stackblitz.io

User Impact:
Keyboard dependent users will find it difficult to navigate if on pressing enter to activate a control some other functionality is happening.

Observation:
Issue is not observed on using Keyboard + screen reader.

Repro steps:

  1. Open the URL: react-ppnjt7ej.stackblitz.io in latest edge browser.
  2. Navigate to 'Run this project' control using tab key in the displayed page and invoke it using enter key.
  3. Press tab key to move to 'Example link' control and activate it using enter key.
  4. Verify whether on pressing enter key to activate 'links' present in countries panel, panel is getting closed or not.

Actual result:
On pressing enter key to activate 'links' present in countries panel, panel is getting closed in Windows.

Expected result:
On pressing enter key to activate 'links' present in countries panel, panel shouldn't get closed instead link should be activated, and it should direct to the link page.
