Authorization at a volume level in scheduler

Today when advertising services from Polly, only volumes that have been associated and are valid Polly volumes are seen through the endpoints.

Sans the offer mechanism for volumes, it may be desirable for requests of volumes be associated with an authorization token for the volume. The offer of a volume would generate this token which would be then be passed by the framework consumer as an additional volume option.
