these are small tools, and do not warrant a full flist

in light of being able to unmount disks and spin them down.
For SATA disks there is a go tool that Dylan is integrating, but for scsi disks there is another tool necessary

from sg3_utils, at least sg_start

For Sata disk I removed this go tool in favor of hdparm. I added hdparm as an extra package in zos
