In upgrate notes from https://github.com/tianocore/edk2/releases/tag/edk2-stable202011, the last item is to specify VariablePolicyLib and VariablePolicyHelperLib library instances, but this is not enough at least for some platforms. This porting guide https://github.com/tianocore/tianocore.github.io/wiki/VariablePolicy-Protocol---Enhanced-Method-for-Managing-Variables#platform-porting has more details. I prefer the upgrate note could link to this porting guide.

BaseTools Feature: Convert Split tool from C to Python
https://bugzilla.tianocore.org/show_bug.cgi?id=3165

Impact: If the user has the windows bat script that calls Split in it，it needs to change to "call Split" because Split will be a bat script but not an executable file.
