i saw this too in couple of CI builds.

@cstamas pointed out maven central throws 403 as a rate limiting / abuse prevention. Maybe google's mirror does the same?

But then i don't know how we're supposed to build software. Does every OSS project need to run their own private registry mirroring central?

BTW maybe we retry on 403 when on CI?
