Command Line Menu options not available in GitHub Actions Workflow

⁃ What: Spec-Up-T has a menu in the Command Line (via npm run menu), which effectively means you need the Command Line for essential Spec-Up-T operations. It would be very useful to have these in the GitHub web environment
⁃ Why: so people can use Spec-Up-T without Command Line (knowledge)
⁃ Who: for people who have no access to or knowledge of the Command Line
