Surfpool thread 'Runbook Runloop' panick

runbook shows duplicate action even though in tx file there is only 1 action named call_create_session

it causes "Runbook Runloop" error

Environment:
Surfpool: 0.11.1
connect to devnet

yah @MicaiahReid , i think error occur when i have 2 signer for an instruction, my code like this

action "call_create_session" "svm::process_instructions" {
    description = "create a session key for delegate"
    signers = [signer.payer, signer.session]
    instruction {
        program_id = variable.gpl_session_program_id
        data = variable.call_create_session_data
