fix: dialog window should pop up to warn user of open compressor before SLTT-App starts

Actual: If a user tries to open SLTT-App on their computer when a compressor window is already open, it results in the following error:

Expected/Desired: If a user tries to open SLTT-App on their computer when a compressor window is already open, it should show them a clear error message to alert them to close the compressor window.

Eric suggested we could check for this and create a dialog that pops up in this scenario to give the user more clear information before the error appears.

Open SLTT compressor and keep it open.

Open installed SLTT-App on same computer.

Error message pictured above should appear.

I've put this back To Do because of uncertainty of how to handle this now that we actually have localhost 3 ports to deal with.

We could try to add endpoints that allow other computers to shutdown those other localhost servers. However, if those servers were on a different account on the same computer and the other person logs back in, then it's possible their app will no longer work without those servers. So perhaps an endpoint to shutdown the sltt-app would be better? (Assuming we won't lose data, like unsaved passage documents <-- need to test this)

In any case, if that shutdown endpoint doesn't exist (e.g. for original compressor server) at some point, we may need to provide a dialog or message to the user to let them know what happened or what to do next (e.g. restart computer) which requires localization.

Also, adding information about which computer account the server is running on (and for rollbar) may be helpful.
