feat(sltt-app): add proxy server for local team storage

Proxy Server Implementation:
○ Objective: Set up a proxy server to support offline functionalities, using NAS or a local server.
○ Benefits: This will allow users to reduce the use of internet bandwidth, reducing costs for both
users and SLTT. It will also help increase performance as users can take advantage of local
network connections to retrieve video content from a computer that has already downloaded
cloud content.
