If Users have access to the Forms section, then you can control what sort of access they have, and to what forms, from Forms > Security. At the moment this is done by individuals. The option to manage via user groups is not available
According to the docs it's possible to do via User Groups, but it needs enabling in the configuration of Forms (i.e. needs a deployment)

Assuming we can get this to work, I think it would be good to remove the individual permissions set on Production and replace with user group management.
There may be other configuration settings needed to ensure that we control the access as we need to. All seems to be in that doc for whoever gets there first!
