Ensure title data is always updated

Related to #580

Need to:

1. Debug the failure of es_similarity_go
2. Alert to failures in Celery tasks
3. Run updateBillModelFields upon success or failure of es_similarity_go. Also check where/why the existing metadata is removed and, if possible, do not remove previous data without being prepared to update with new data.
