Bioguide now has structured data

It seems bioguide.congress.gov has recently had a redesign, which has broken bioguide.py and bioguide_guess_new_member_ids.py and anything else that might attempt to use them.

However, they also now make available structured data that would be much easier to parse. It's available in both JSON and XML.
