Fix health and readiness checks for API ECS tasks

CPU high alert fired for the unkey/api service in eu-central-1 at around 1800 RPS. Autoscaling eventually kicked in and alleviated the high CPU, but the health/readiness checks for API ECS tasks need to be fixed to behave correctly under load.
