Manager folder is missing from Uno.Settings.DevServer 1.7.0-dev.10 #21708

Description

@GravenImageRD

Current behavior 🐛

Attempting to use Uno.Sdk dev version 6.4.0-dev.63, which uses Uno.Settings.DevServer 1.7.0-dev.10, which results in a failure to start the license manager when using Tools > Uno Platform > Studio menu option in Rider.

fail: Uno.Settings.DevServer.Licensing.DevServerSettingsManager[2] Failed to locate the license manager (not found at '/home/ryand/.nuget/packages/uno.settings.devserver/1.7.0-dev.10/tools/devserver/../manager/Uno.Settings.dll').

This prevents the user from logging in.

Expected behavior 🎯

Manager is included in the DLL and runs allowing user to login in.

How to reproduce it (as minimally and precisely as possible) 🔬

  1. Open a project in Rider 2025.2.4
  2. Go to the Tools menu, Uno Platform, and click Studio
  3. Note that nothing happens, and the mentioned output is in the Uno Platform log.
