Cannot install windows 95 with a windows 98 se boot disk because after using fdisk it wont boot from a floppy again

Describe the issue
I tried to install windows 95 with a windows 98 se boot disk but after using fdisk it wouldnt boot from a floppy again (yes i tried rearranging the drives in settings but it didnt work)

• OS Version: 15.0
• Device Model: iPad 8th generation
• Is it jailbroken? Yes (XinaA15 v2.1.5.2)
