Create an AGENT.md file for `tme-quant`

I think it would great if we had a shared AGENT.md file in the repo to help all of our individual LLMs keep track of the project goals and design targets. This should be a document we all agree upon and of course not too strict or loose. It will also grow and change as our needs do. If you guys can add rules/goals/structure targets to this issue we can build this document.

Yes. We need to standardize how we incorporate coding agents into our development workflow. We can set team level, project level, subproject/subfolder level and user level instructions/rules.
