Add ability to skip the CVE check

In multi-module projects, it is convenient to define security-versions at the top-level to avoid the repetition. When doing this there are circumstance when you might want to skip the check on certain modules (test modules etc).

If security-versions understood the skip configuration parameter, this use case would be supported.
