test: lots of updates for fedora bootc image test support #308

This PR includes the following updates:

  1. use NoCloud ISO as datasource, user-data and meta-data are stored in ISO and boot with ISO attached. The virt-install for uefi will reset system and shutdown/reboot, in this case the --cloud-init will be dropped after reboot.
  2. fedora 41(rawhide) supports dnf5. ansible playbook updates to install package with dnf install command instead of dnf5 module.
  3. virt-s1 is facing github runner concurrent 20 runner limitation now. Change workfllow to use testing farm to run all plans in two runners (x86_64 and aarch64) to save runner.
