EPEL-7 GPG key still needed for AL2 #178
Description
With the drop of EL7 support, the RPM-GPG-KEY-EPEL-7 file was removed. However, this is still needed for Amazon Linux 2 which is not yet EOL.
With release 6.0.0, if epel::epel_gpg_managed is enabled on AL2 then Puppet will fail since the file doesn't exist.
