Test queue performance and general app slowness

The test queue page consistently struggles with slow loading times (sometimes upwards of 10 seconds for the queue to actually load). We've also seen 502 server errors in the last two CG meetings.

Implemented #1602 and 0343a2a as temporary fixes while we wait for increase in server size.
