Updating Editor Drafts URIs

When we set up the monorepo, we agreed that we wanted to keep the child URIs as they were. For example: https://w3c.github.io/html-aam/

Because of the monorepo folder structure, some people are expecting https://w3c.github.io/aria/html-aam/ to contain the latest Editor's Draft, and this is not currently happening.

I am proposing to:

• serve the Editor Drafts at https://w3c.github.io/aria/
• redirect the old https://w3c.github.io/ URIs to their corresponding https://w3c.github.io/aria/
