In order to understand the impact of the second question I would like to understand the background of the definition of "content". How is the term used? What is supposed to be expressed by the term? |

I'm all for creating clear definitions for controls vs content, but I'm hesitant to make them non-overlapping; it's very common in practice for sites to use components that are ambiguous or overlapping about controls vs content - a landing page might present content in "cards" that are clickable links, a text editor's main panel is a big control but also contains most of the content being displayed, a chat app might let you click on messages to edit them/etc... |

Trying to bullet proof my own suggestion:
Human language can be (according to the definition) audio or signed, as well as written. So I think we need to include that text is in the written form, e.g.: Text: written human language[link] encoded in a directly machine-readable way. Example: UTF-8 text rendered by a browser. |

There are quite a few definitions already used by WCAG 3 and it's guidelines that are either the drawn straight from WCAG 2, or not defined yet.
As a starting point, there are a few basic and related definitions it would be useful to work on, with initial suggestions:
The update to "text" from WCAG 2 is because (IMHO) an image of text with alt-text appears to meet that definition.
The "content" definition from WCAG 2 assumes a user-agent, which should not be an assumption in WCAG 3.
