Related to waku-org#230 Add RLN smart contract and deployment script. * **RLN Smart Contract**: Implement `RLN.sol` to manage memberships and rate-limiting nullifiers. Include functions to add, remove, and retrieve members. * **Deployment Script**: Create `deploy.js` to deploy the RLN smart contract using `ethers.js`. Include logic to deploy to a Layer 2 mainnet. * **README Update**: Update `README.md` to include deployment instructions, purpose, functionality, and examples of interacting with the deployed contract.
