[Bug]: Button to close inline User Guide is hidden by superadmin banner if workflow editor page is scrolled

What did you expect to happen? What happened instead?

I expect to always be able to close the User Guide after opening it in the crawl workflow editor.

However, if I'm logged in as a superadmin, the collapsed or uncollapsed superadmin banner hides the X button to close the inline User Guide in the crawl workflow editor if the page is scrolled and showing content in the middle/end of the page. The only ways to close the User Guide are to scroll back up to the top or to refresh the page.

Reproduction instructions

1. Log into Browsertrix as superadmin
2. Create a new crawl workflow and move to a section in the middle of the page (e.g. Browser Settings)
3. Open the User Guide
4. Verify the button to close the User Guide is hidden by the superadmin banner (open or closed)
