ci: send data to Cypress Dashboard using published packages

- Send data with the published packages on npmjs.
  - on schedule: weekly using stable branch.
  - on demand: optionally can send data to Cypress.
- Add CI/CD README with all the information.
- Update changelog.
- Remove existent Cypress workflows.
