Better Issue Management

It's been discussed that allwpilib needs more consistent labeling and handling of issues. I propose that instead of leaving the maintenance burden on WPILib core contributors, we open up triage access to trusted community members to handle issues.

Additionally, I propose that the following labels get added:

• Waiting On: Dependency
• Needs Design Decision

Where Needs Design Decision reflects that some sort of decision/API design decision needs to get made.

allwpilib might not be the only wpilibsuite repo that can benefit from this.

What other repos do you have in mind? No other repos seem to have nearly the same issue volume, except kind of docs, which generally has better issue hygiene because it's newer (and definitely still has less of a firehose of issues.)

Maybe allwpilib is the main repo that would benefit from this. Other repositories (almost all of them except allwpilib and frc-docs) have a relatively slower rate of things getting done. I assume that this is because those repositories are maintained by a single person (and sometimes even less). I thought that this might be a way to get more people involved in those repositories, easing the load currently on WPI members.
