Enhance inline error display with full-line background highlighting similar to VS Code's error lens

#25297 introduced the ability to display errors inline, similar to VS Code's error lens. This feature is awesome, but it would be even more helpful to highlight the entire line with the error or warning background color, as seen in VS Code. This would make it clearer which line or entire scope of the diagnostic is affected.
