Windows: moving or zooming the terminal drops mouse reporting

  ### Environment
  - Zed: 1.20.2 stable
  - OS: Windows
  - Terminal host: Zed built-in terminal (alacritty_terminal + conpty.dll)
  - App inside the terminal: Herdr 0.9.1

  ### What happens
  Herdr mouse works in the bottom terminal panel until the Zed window is moved, resized,
or the terminal is zoomed. After that, clicks no longer reach Herdr and the mouse wheel is
delivered as Up/Down arrow keys.

  The same Herdr session over SSH to a Mac does not do this. Herdr's own mouse-capture
setting is not the cause: turning it off only removes Herdr clicks, and turning it back on
restores the bug.

  ### Expected
  Moving or zooming the terminal should keep mouse reporting intact, the same way Windows
Terminal does.

  ### Note
  Changing `terminal.shell` cannot fix this. The shell still runs inside Zed's built-in
terminal emulator.
