Cmd+p does not trigger unless the command pallette is already up

Reproduction steps

1. start zed
2. load project - in this case react project
3. Press cmd+p
4. observe that the "search project files" popup does not come up
5. press cmd+shift+p
6. observe command palette
7. while command palette is up press cmd+p
8. observe "search project files" popup comes up

Current vs. Expected behavior

Expected:

From any context in the application if I press cmd+p the "search for project files" will pop up

Current:
When pressing cmd+P and command palette is not up application will do nothing
