Open split view with new tab Keybind

This is CTRL+SHIFT+= in Arc.

It basically initiates vertical split view and the tab to the left is new tab with CTRL+T pressed

Seems like a way more natural way of starting a split view workspace rather than placing 2 tabs next to eachother on the sidebar.
