Is your feature request related to a problem?
Sometimes, building a town can be too time-consuming, and people will get bored, quick.

Solution you'd like:
A module that will populate the town. Zeus can choose: Is town populated with [military faction here]? (yes/no) Is town reinforced? (yes/no) How many civilians? (specify amount) Will civilians occupy buildings? (yes/no) Will civilians patrol? (yes/no) Any civilian cars? (specify amount) Will civilian cars patrol? (yes/no)

Alternatives you've considered:
Just building the town.

Additional context:
Building a nearby town might take too much time, so the Zeus can just place this down before the players arrive, and it will be full upon their arrival. Hooray!
