This fixes #4678
Description
If collaborators are not set in teamspace subscription then it is defaulted to 0 and the collaborators defined in config are returned
Test cases
Set teamspace subscription to {"discretionary":{"data":10000, "expiryDate":"2024-02-09T23:59:20.316Z" }}
Go to teamspace page
The available seats should be set to what the configuration says
