Summary

Builds the initial Ops claim detail page shell so the route is usable and all core sections render, including empty states.

What’s included

  • Adds a full claim_detail.html page structure with:
    • Header/breadcrumb + claim metadata
    • SLA panel
    • ML completeness panel
    • Summary
    • Documents
    • Notes
    • Decisions
    • Audit timeline
  • Ensures each section has explicit empty-state UI when no data exists.
  • Keeps claim_detail_view intentionally simple (get_object_or_404 + render) so this PR is focused on page shape, not query optimisation.

Why

  • Unblocks UI integration and review workflows with a visible, navigable detail page.
  • Defers queryset optimization to a follow-up PR for clearer scope and easier review.

Follow-up (separate PR)

  • Add select_related/prefetch_related and ordering optimisations for detail-page performance.
  • Add focused tests for query count/performance.
