test(ops): add claim detail page section render coverage

Adds coverage for the Ops claim detail page to verify the route renders successfully and core timeline sections are present.

Changes

• Added tests/test_ops_claim_detail.py.
• Introduced an authenticated UI test for ops:claim-detail.
• Seeded minimal related data (claim, SLA clock, audit event) needed to render the page.
• Asserted response status is 200.
• Asserted presence of key section headings:
