This new tool entry is inserted above the main README title/badges area, which breaks the document structure and is inconsistent with where tools are curated (see the existing “## Tools” section later in the file). Please move Prefactor into the appropriate subsection under “## Tools” (likely “### AI Governance”) and match the established formatting used there (bullet with backticked tags like other entries, rather than an inline dash description).
