Description
This PR leverages the official dependency injection solution
Microsoft.Extensions.DependencyInjectionto handle components/services.It also updates target framework from
netstandard2.0tonet8.0because (a) the tool doesn't have to support both PS 5.1/7 (b) to workaround an assembly loading issue withMicrosoft.Bcl.AsyncInterfaces.Mandatory Checklist
