Pull Request Overview

This PR syncs the eng/common directory with azure-sdk-tools by updating the testproxy target version.

  • Updated target version in eng/common/testproxy/target_version.txt from "1.0.0-dev.20250221.1" to "1.0.0-dev.20250501.1".

CheckFailedCrlValidation test in CI was failing due to an unrelated issue, #6554 is now merged and it should mitigate it
