This is to address ComputeCanada/software-stack#18

I wonder if this is enough however. @bartoldeman ?

I think this is ready for review. After re-reading the postinstallcmds, I realized that the only thing it does is modify the public repository, so the only thing that needs to be done is to only do that part if the resulting publicdir starts with /cvmfs/soft.computecanada.ca, and is writable
